The fifth installment of the NRP has arrived. But beyond the official communications, how well are the resources actually being used and what impact have they had in the country's economy? We asked some of the leading business law firms that are assisting businesses and professionals with the National Recovery and Resilience Plan. Already Assonime, in a recent study, pointed out that the amount of Pnrr resources already received and the progress in the allocation of resources to implementing entities (about 156 billion) contrasts with the modest progress in their use in terms of spending. Only 43 billion (about 23 percent of total Pnrr European resources) had been spent, according to the government's Fourth Half-Yearly Report, while about 151 billion remain to be spent by 2026. Pnrr continues to impact the activity of law firms. But to what extent?

Among the professionals interviewed, Fabrizio Magrì, cites “In particular, we have seen an increase in some areas: Urban and Territorial Planning, in which there has been an increase in investments towards the implementation of major infrastructure projects and the development of large parts of the territory, interventions that therefore require specific skills in urban regeneration; Environment and Sustainability, areas in which there has been an increase in requests from companies and operators in the sector having the need to receive legal assistance that can guarantee the compliance of their projects with environmental regulations, the management of the necessary authorizations and the passing of controls and audits, and the proper allocation of funds granted by the Plan; Litigation and administrative appeals related to the increase in projects and resources granted through the NRP; and finally, digitization of processes, with the need to review and update administrative procedures and provide support in process review, litigation management and digital implementation.”
