The Rilancio Law Decree is known for providing the inputs needed to “relaunch” national economy. In this framework, it puts in place measures on advance payments, as laid down in art. 5, para. 18, of Legislative Decree No. 50/2016 which ensures – with a view to support entrepreneurial initiative –  the resources needed to cover the initial costs arising from contract performance. It is therefore provided for the payment, by the contracting authority, of a part of the compensation before the performance of the service as of the contract.
