Il Social Housing
Authors: Francesco Assegnati and Roberto Brustia.
Nowadays, housing in Italy must be dealt with in a completely new manner, both for the changes in its scenario, and for the methods and tools available for its solution. Unlike in the past, when finding a dwelling was a problem that concerned a relatively small number of households, today’s housing worries involve a wider layer of the population, due to multiple factors (the worldwide economic situation, the basic level of growth of our Country, demographic drop and the evolution of lifestyles). In particular, distress is noticeable among single-income couples, the elderly, immigrants, students, young people on first job and singles. Even if these social categories do not represent the traditional worse-off people, they risk being victims of territorial and social exclusion processes, due to the increase in property values and the loss of purchasing power compared to the real spending capacity. The unavoidable need, by now, of a “social” housing policy that responds to the housing desires and is capable of tackling the lack of state financial resources has boosted lawmakers’ attention. The aim of the book is to draw attention on the social issues of social housing, on the related legal and tax issues, on the instruments and investment opportunities that such initiatives can offer to the sector operators.
