Restrictions on the use of cash: are they really effective in fighting tax evasion?

These days we are witnessing a lively debate about lowering the limit for cash payments to Euro 1,000.

There are basically two opposing views in the debate: one supporting the effectiveness of these restrictions, on the basis that such measures would reduce the area of tax evasion and unofficial economy by encouraging traceable payments; and one denying any kind of anti-evasion effectiveness of such measures.
