Data centres and land use: why Lombardy is regulating new developments

Lombardy Regional Law No. 11/2026 establishes a legal framework for the development of new data centres, focusing on urban regeneration, energy sustainability, a streamlined permitting process, incentive measures and governance. The law also introduces planning criteria, measures to discourage the use of agricultural land, and permanent monitoring mechanisms.
